Locus of Power

A system's locus of power is composed of the elements and interactions that hold the most sway over the system as a whole: how it functions, what elements may or may not take part in what interactions, what rules govern these interactions, along with any other restriction that violates the potential autonomy these elements have.

The locus of power is about concentration, and should not be confused with a capacity for the system to control who has power or not in the same way it can control the flow of value. Power is not a resource, but a product of the collective organization of the system's elements. As such, while power systems usually go to great lengths so as to assert a monopoly over it, it is something all subjects inherently possess.
