Bait of Abandonment

A bait of abandonment is to posit a given problem in terms of how one group's rights and demands are allegedly encroaching or harming the interests of another group without any effort to find a mutually-beneficial solution or finding a solution at all. It is the implicit suggestion that the second group's rigts should be preserved and prioritized over the former's.
In strictly logical terms, one could compare this mechanism to a fallacy such as that of false dichotomy However, the force behind its effectiveness, and therefore the force able to counter it, is not whether it is logical or not, but a shared, implicit favoring of one of the groups involved.
